Rep. Joel Hefley can't make up his mind.

The good Congressman from Colorado seems to have trouble with his environmental policies. On the one hand he wants to create huge Marine Preserves prohibiting commercial fishing and on the other hand he wants to exempt the military from all impacts of conservation laws. Maybe he feels in our increased sense of patriotism at this time in our history would be the time to make a run for all exemptions from environmental laws. The military should have wide latitude in maintaining the ability to train our young people for battle but the case by case basis for exemptions has worked in the past with the most recent decision in favor of military training being the continued bombing practices on Vieques Island in Puerto Rico, which I favor and where I was stationed for a while many years ago while in the USMC.
